How should a Savar tannery count emissions from the shared effluent plant?

If the tannery pays the central effluent treatment plant and does not run it, those emissions are Scope 3, under waste generated in operations. Ask the plant for its electricity, chemicals and any methane from sludge, then take your share by effluent volume or the fee basis.

Your own scopes

If the plant has no data

Estimate from effluent volume and typical treatment energy, label it as an estimate, and ask for metered data next year. Brands accept a clear estimate more readily than a blank.

What Senseible does here

Senseible reads electricity bills and fuel invoices into a dated, fingerprinted Scope 1 and 2 record per site. Grid factors outside India must be entered from the official source for the country and year, and are labelled with that source.
