What are the UK CBAM default values for steel billets and ingots?
Square billet up to 130 mm and above it carry different UK CBAM defaults: 2.856 tCO2e per tonne for continuous-cast low-carbon billets up to 130 mm (7207 11 14), 3.590 above (7207 11 16). Round billets (7207 19 12) are 3.595, and non-alloy ingots (7206 10 00) 1.915.
Low-carbon semi-finished steel, under 0.25% carbon
- 7207 11 14: square or rectangular, width under twice thickness, 130 mm or less, rolled or continuous cast: 2.856 tCO2e per tonne.
- 7207 11 16: the same, above 130 mm: 3.590.
- 7207 11 11: free-cutting steel of that shape: 3.469.
- 7207 11 90: rectangular, forged: 2.803.
- 7207 19 12: circular or polygonal, rolled or continuous cast: 3.595.
- 7207 19 19: circular or polygonal, forged: 3.792.
- 7206 10 00: ingots of iron and non-alloy steel: 1.915.
The 130 mm break
A 125 mm billet and a 150 mm billet from the same caster sit 0.734 apart. Billets with 0.25% carbon or more have their own codes under 7207 20, with their own defaults.
Billets are a precursor for most UK steel goods
Rolling mills, forge shops and tube makers buying your billet need its verified figure. The UK rule is one way only: they can use your billet's default with actual data for their own process, but not your actual data with a default for their final product.
The size of the billet changes the number
- 2,000 t of 125 mm square billet, 7207 11 14: 2,000 x 2.856 = 5,712 tCO2e.
- 2,000 t of 150 mm square billet, 7207 11 16: 2,000 x 3.590 = 7,180 tCO2e.
- 1,468 tCO2e apart for the same steel, from section size alone.
What Senseible does here
Senseible reads sponge iron, scrap, pig iron and ferro-alloy invoices with furnace fuel and cast tonnes, so your billet figure can be set against 2.856 or 3.590. We build the figure from your records and check every figure in-house; for the UK it must then be verified by a verifier accredited for UK CBAM. Have your own verifier? Send it to them.
