Does my green hydrogen plant need a certificate under India's GHCI scheme?

Yes, if you take a central or state incentive such as SIGHT, get any government exemption or concession, or sell any of the hydrogen in India. Plants of 10 tonnes a year or less are exempt, and a plant that exports everything without incentives skips the final certificate.

When the certificate is mandatory

MNRE's Green Hydrogen Certification Scheme of India (GHCI), issued on 29 April 2025, makes the certificate compulsory for a producer that:

What the certificate tests

Hydrogen is green under the scheme if its non-biogenic emissions, averaged over the evaluation cycle, are at most 2.0 kg CO2e per kg of hydrogen. Only carbon dioxide, methane and nitrous oxide are counted. The boundary runs up to compression, purification and onsite storage.

Two routes are eligible today: electrolysis, and conversion of biomass, which covers gasification, pyrolysis, dark fermentation and photobiological production. Anyone can ask MNRE to add a new route, with evidence.

For exporters: two rulebooks

An export plant that sells even a small share in India falls under the mandatory case. Its buyers abroad will still apply their own thresholds and boundaries, so plan the metering once and report it both ways.

What Senseible does here

Senseible has no role in MNRE's green hydrogen scheme. It reads electricity bills and fuel invoices into a dated record, which a plant can keep beside the metered data its verification agency asks for.
