What are the steps and deadlines to get a green hydrogen certificate in India?

There are four certificates. A voluntary concept certificate checks the design after FEED approval, a mandatory facility certificate follows consent to operate and an on-site check, provisional certificates cover months as you produce, and the final certificate covers the financial year, with verified data due by 30 June.

The four certificates

  1. Concept certificate (voluntary): shows the design meets the scheme's MRV requirements. Apply any time after design or FEED approval, after an accredited agency has verified your documents. Phased plants can take one per phase.
  2. Facility certificate (mandatory before any provisional or final certificate): apply after consent to operate, once an accredited agency has checked the plant on site.
  3. Provisional certificate (voluntary, generated on the portal from your production data): covers at least one calendar month, applied for by the end of the following month, for 1 to 11 months of the cycle.
  4. Final certificate: covers the whole financial year, issued after verification by an agency accredited by the Bureau of Energy Efficiency.

Fees

Only the final certificate carries a fee: Rs 5 per 100 kg of certified hydrogen, or part of 100 kg. Concept, facility and provisional certificates are free. Certificates are issued in multiples of 100 kg, each block with its own identification number.

What Senseible does here

Senseible reads electricity bills, green tariff bills and fuel invoices into a dated, fingerprinted record, which helps when a verification agency asks for a year of energy evidence by the June deadline.
