Who runs India's carbon market registry and trading platform?

Grid Controller of India Limited is the registry for India's Carbon Credit Trading Scheme. The Bureau of Energy Efficiency (BEE) administers the scheme, the Central Electricity Regulatory Commission (CERC) regulates trading, and carbon credit certificates trade on CERC-registered power exchanges. A national steering committee oversees it all.

The institutions and what each one does

Where these roles are written down

The Carbon Credit Trading Scheme, 2023 was notified by the Ministry of Power as S.O. 2825(E) on 28 June 2023 under the Energy Conservation Act, 2001. An amendment notified in December 2023 added the offset mechanism; check its gazette number on powermin.gov.in if you need to cite it. Detailed procedures for compliance and offsets are issued by BEE, and trading rules by CERC.

What this means for an obligated plant

  1. Register with the registry through the process BEE sets out.
  2. Report verified emission intensity for each compliance year through an accredited carbon verification agency.
  3. If you beat your target, certificates are issued into your registry account; if you miss it, you buy certificates on a power exchange and surrender them.

What this means for an offset project developer

Offset projects register under BEE's offset procedure and methodologies, are verified by an accredited agency, and receive certificates into a registry account. Credits from voluntary registries such as Verra or Gold Standard are separate units and do not sit in the Indian registry unless the rules later allow it.

What Senseible does here

Senseible keeps the fuel, electricity and production records a plant hands to its accredited carbon verification agency, so the emission intensity behind each certificate can be traced back to invoices and bills.
