What monitoring, reporting and verification does a CCTS obligated entity need, and who can verify?
An obligated entity under India's Carbon Credit Trading Scheme monitors its emissions and production each year by BEE's detailed procedure, reports its emission intensity, and has that report verified by a carbon verification agency accredited by BEE. Only an accredited agency can verify; the verified result decides whether credits are issued or must be bought.
The legal base
- Carbon Credit Trading Scheme, 2023: Ministry of Power notification S.O. 2825(E), 28 June 2023, amended in December 2023 to add the offset mechanism.
- BEE's Detailed Procedure for the Compliance Mechanism under CCTS, which sets monitoring, reporting and verification steps.
- Sector greenhouse gas emission intensity targets, notified by the government sector by sector, in t CO2e per tonne of product. Check the current notification for your sector.
What to monitor
Keep the source documents for each figure. The verifier will trace a sample from the report back to invoices, meters and lab results.
- Every fuel used, by quantity and calorific value, from purchase invoices, stock records and lab reports.
- Process emissions where the sector has them, for example calcination in cement.
- Purchased electricity in kWh from discom or open access bills, and any electricity exported.
- Production of the product the target is set on, by the sector's normalisation rules.
Who can verify
Only an Accredited Carbon Verification Agency (ACVA) accredited by BEE for your sector. The agency checks the monitoring data, the calculation and the production figures, and sends its verification report into the compliance process. Check BEE's accreditation procedure for the independence rules that apply to agencies.
The yearly cycle
- Monitor through the compliance year.
- Prepare the emissions and production report in the BEE format.
- Have it verified by an accredited agency.
- BEE assesses the verified intensity against the target: entities that beat it can be issued carbon credit certificates; entities that miss it must buy and surrender certificates to cover the shortfall.
What Senseible does here
Senseible keeps a source-linked ledger of fuel and electricity quantities from invoices and bills, which is the evidence a verifier samples. It is not an accredited carbon verification agency and does not prepare BEE compliance forms.
