What happens if an obligated CCTS plant does not submit its documents?

Its shortfall is calculated as if it achieved its baseline intensity, so it must buy certificates for the full gap between baseline and target. The 2025 target rules say this in an explanation to Rule 4, and missing the obligation can then lead to environmental compensation.

The rule

Rule 4 requires every obligated plant to register on the ICM portal and submit all documents in the manner set by BEE's detailed procedure. The explanation says that if a plant fails to submit them, the certificates to be bought are worked out with achieved intensity taken as the baseline intensity.

What Senseible does here

Senseible keeps a plant's fuel and electricity invoices as dated, fingerprinted monthly records, the activity data its monitoring plan and verifier work from.
