Bangladesh Garment Exporters: Surviving EU CBAM and CSDDD Together in 2026

Bangladesh's ready-made garment (RMG) industry faces two EU rules: CBAM (carbon at the border) and CSDDD (due diligence on environment and human rights). Most factories prepare for one and miss the other.

CBAM angle
RMG is not on the CBAM goods list, and neither are cotton, polyester chips or dyes. CBAM covers only iron and steel, aluminium, cement, fertilisers, hydrogen and electricity imported into the EU, so garments shipped to the EU carry no CBAM charge. The pressure comes instead from EU buyers' own climate targets and data requests.
CSDDD is the bigger threat
CSDDD obliges large EU buyers to identify and address adverse environmental impacts in their supply chain. Buyers are likely to ask for:
- Verified Scope 1, 2, 3 emissions
- Energy intensity per kg of fabric or per garment
- Water and chemical use disclosures
- Worker grievance mechanism
Buyers often ask for data on short deadlines. A factory may have the data in its bills but no system to compile it in time.
A 2026 readiness plan
Quarter 1
Baseline emissions using monthly DESCO/PDB bills + gas + transport. Upload at Senseible.
Quarter 2
Switch one production line to ZDHC-conformant chemicals. Apply for IFC PaCT 2.0 if eligible.
Quarter 3
Solar audit. Many factory roofs can host a sizeable rooftop system, and a PPA model can avoid upfront capex.
Quarter 4
Buyer-ready disclosure pack: baseline, intensity, target, action plan.
