Vietnam Electronics Supply Chain: Scope 3 Demands From Apple, Samsung, Intel

Vietnam is a major electronics exporter. Apple, Samsung, Intel and other OEMs have set climate targets that reach into their supply chains, and Vietnamese tier 2 and tier 3 suppliers are next.
The OEM ask
Each OEM publishes its own supplier requirements, typically covering renewable electricity, emissions reporting through a supplier portal and some form of verification. Check the current supplier code and portal of each customer rather than relying on summaries, because targets and deadlines change.
Vietnam grid reality
Vietnam's grid is coal-heavy, so use the official national grid emission factor and document its version. Direct PPA legal framework launched 2024 (DPPA decree): bilateral renewable contracts now permitted.
For example, a plant consuming 12 GWh a year multiplies 12,000 MWh by the grid factor to get its location-based Scope 2. Renewable electricity bought through a DPPA reduces its market-based figure.
What tier 2/3 should do
- Baseline last 12 months of EVN bills + diesel + freight using Senseible
- Express interest in DPPA through your industrial park or a renewable developer
- Run Energy Transition calculator for both rooftop captive and grid PPA
- Submit to OEM portal (Apple Clean Energy Program / Samsung S-Partner)
- Plan facility-level RE certification (I-REC Vietnam)

Common pitfalls
- Buying I-RECs from a different country than consumption
- Counting both DPPA and I-REC for the same MWh
- Ignoring upstream PCB substrate emissions in Scope 3
