Why can't our accredited verifier issue the CBAM report yet?

Accreditation alone is not enough. A verifier can generate a CBAM verification report only once it is registered in the CBAM Registry, and must apply within two months of accreditation to the authority in its accreditation body's country. Until then, or if its accreditation lapses, the report cannot be issued.

Why the Registry is the gate

Every CBAM verification report is created inside the CBAM Registry, which keeps reports authentic and lets your buyer attach them to its declaration. The Commission's guidance is plain: a verifier cannot issue a verification report without access to the Registry. If your plant is not registered, the verifier still creates the report there and downloads a signed PDF for you.

What the verifier has to do

  1. Apply for registration within two months of receiving its CBAM accreditation, to the national competent authority of the EU country where its accreditation body sits.
  2. Give its name and accreditation ID, its CBAM scopes, its country, the start and expiry dates of the accreditation, any sanctions, and a copy of the certificate.
  3. Keep that record current: a change of scope or a sanction must be updated. A verifier without active accreditation loses the ability to generate reports.

What to ask your verifier now

If the wait runs long

Your buyer's first annual declaration, for goods imported in 2026, is due by 30 September 2027. Without a verified report by then, it must use default values for your goods. The guidance lets a verifier sign your contract and start preliminary steps even before it is accredited, so keep that work moving and agree with your buyer now what happens if registration slips.

What Senseible does here

Senseible builds your verifier-ready CBAM file and checks every figure in-house while the verifier's registration goes through, so the verification itself can move fast once it can. The report can come only from an accredited, registered verifier: the one Senseible partners with, or your own.
