How much does it cost to register a project and get credits under India's CCTS offset mechanism?
BEE charges INR 5,000 to open an account, INR 2,000 a year to keep it, a registration fee of INR 50,000, 1,00,000 or 1,50,000 depending on expected annual reductions, INR 25,000 per post-registration change and INR 5 per credit issued. All fees are non-refundable. Verification agency fees are extra.
BEE's fee schedule (Annexure 2, Version 1.0)
- Account registration: INR 5,000.
- Account maintenance: INR 2,000 a year.
- Project registration: INR 50,000 if average annual reductions over the first crediting period are up to 15,000 t CO2e; INR 1,00,000 for 15,001 to 50,000 t; INR 1,50,000 above 50,000 t.
- Post-registration change: INR 25,000 per request.
- Credit issuance: INR 5 per carbon credit certificate issued.
- Renewal of a crediting period: the same slabs as registration.
What the schedule leaves out
- Validation and verification are paid to the accredited agency you hire, at its own rates.
- Registry and power exchange charges for selling credits are set separately by CERC.
- BEE says the schedule will be revised from time to time, so check the current version before you budget.
Illustrative example: BEE fees for a small project over its first year
- Account registration: INR 5,000
- Account maintenance, first year: INR 2,000
- Registration, expected 4,000 t CO2e a year (up to 15,000 t slab): INR 50,000
- Issuance of 4,000 credits at INR 5: INR 20,000
- BEE fees in year one: INR 77,000, before validation and verification fees
The 4,000 t figure is an assumption. Agency fees and any trading charges come on top.
What Senseible does here
Senseible does not charge these fees or register projects. It keeps the invoice records that show the fuel and electricity a project actually used.
