Is a CCTS offset project worth the cost for a small factory?
Only if the reductions are large enough to cover fixed costs. BEE's fees alone start near INR 57,000 before any credits, plus INR 5 per credit, and two accredited agencies charge for validation and verification. A factory saving a few hundred tonnes a year usually does better grouping with others.
Fixed costs you can count on
- Account registration INR 5,000 and maintenance INR 2,000 a year.
- Registration INR 50,000 for up to 15,000 t CO2e a year.
- Issuance INR 5 per credit, and INR 25,000 for each post-registration change.
- Validation and verification by two different accredited agencies, at their own rates.
Questions that decide it
- Is there an approved methodology for the project? Standalone grid-connected solar and wind are excluded from BM EN01.001.
- Did it start on or after 1 January 2025, and is it beyond what the law requires?
- How many tonnes a year, honestly estimated, over a ten or fifteen year crediting period?
- What will certificates sell for? Trading had not yet set a price on 23 October 2026, so do not plan on a number.
Ways to make it work
Group similar projects across a cluster in one PDD, which shares fees and verification. Or treat the energy savings as the main return and credits as a bonus.
