How does the green power tariff work for factories on DGVCL, MGVCL, PGVCL or UGVCL in Gujarat?
You give your discom one month's written notice, then pay a green power tariff of Rs 0.75 per kWh on top of your normal tariff for the units you take as green. GERC set that rate for 2026 to 27 for EHV, HT and LT consumers of DGVCL, MGVCL, PGVCL and UGVCL. Your connection and meter stay the same.
Where the green power tariff comes from
The Green Energy Open Access Rules, 2022 let any consumer ask its distribution company for renewable power, at a green tariff fixed by the state commission. In Gujarat, GERC sets that rate in its annual tariff order and schedule for DGVCL, MGVCL, PGVCL and UGVCL, the four discoms under GUVNL.
The rate is a premium per kWh charged over and above the energy charge of your normal tariff category. For 2026 to 27 the schedule gives Rs 0.75 per kWh, down from 90 paise the year before, and lets consumers at extra high, high and low voltage opt in. Demand charges and the rest of your tariff stay as they are; check whether electricity duty is applied on the premium.
How to opt in
- Give your discom's division or circle office written notice at least one month before the billing period you want to start from, quoting your consumer number and tariff category.
- Ask in writing whether the option must cover your full consumption or can cover a share, the minimum period you are committed for, and the notice needed to exit.
- Ask what document confirms the green units each month or year, for example a line on the bill or a green energy certificate.
- Check the first bill after the switch: the green premium should appear as its own line against the units it covers.
What it costs a typical HT factory
The arithmetic is simple: green units x premium. Compare it with buying RECs for the same units or with a rooftop or open access project. The green tariff needs no capital and no contract with a generator, which is why smaller units often start here.
Budget in rupees per month, not only per kWh. A factory using 60,000 kWh a month pays Rs 45,000 a month more at 75 paise if it takes the whole consumption as green.
What it does to your Scope 2 figures
Your location-based Scope 2 does not change: all units x the CEA grid factor. Your market-based figure can show the green units at zero only if the discom's document conveys the renewable attribute for those kWh, for your period, and the same attribute is not also sold as a certificate or counted for another buyer. Keep the tariff order, the bills and the discom's confirmation together as evidence.
Worked example: a Morbi tile unit takes the green tariff for all units
- Monthly consumption: 60,000 kWh on an HT connection
- Green premium: 60,000 x Rs 0.75 = Rs 45,000 a month, Rs 5.4 lakh a year
- Location-based Scope 2: 60,000 x 0.710 = 42,600 kg CO2 a month, unchanged
- Market-based Scope 2: 0 kg CO2 for the 60,000 green units, if the discom's document conveys the attribute
Premium as listed in GERC's 2026 to 27 tariff schedule. Taxes and duty on the premium are extra if your bill applies them.
What Senseible does here
Senseible reads your electricity bill for the billing period, tariff category and units, and reports location-based Scope 2 at 0.710 kg CO2 per kWh. It records market-based Scope 2 when you add the discom's green power evidence for those units.
