How does green energy open access work in Maharashtra, and how is it different from MSEDCL's green tariff?

Under green energy open access you contract with a generator and pay its tariff plus MERC's wheeling, surcharge and banking charges. Under MSEDCL's green tariff you stay with the discom and pay a premium per kWh on your normal tariff. Open access can cost less per unit; the green tariff needs no PPA.

How the two differ

How to choose

Work out the landed open access cost per delivered unit from developer quotes and the MERC charges, and compare its saving or extra cost with the green tariff premium for the same units. The green tariff suits units that want a quick start, a short commitment and no contract with a generator. Open access suits steady, large loads that can sign a long PPA.

What each gives you for Scope 2

Neither changes location-based Scope 2. For market-based Scope 2, open access units count at zero with the PPA attribute clause and the monthly energy account; green tariff units count at zero with MSEDCL's certificates for the units covered. Some buyers prefer power from a named generator, so ask your main customer which they accept.

Rules to read before you commit

MERC's open access regulations as amended for green energy, the MSEDCL circulars that put them into effect, and the current MERC tariff order for charges and the green tariff premium. Check the steps of cover and the minimum period on MSEDCL's green power portal. Consumers in Mumbai on Tata Power, Adani Electricity or BEST supply should read the orders for their own licensee.

What Senseible does here

Senseible reads your MSEDCL bill for billing period, tariff category, sanctioned load and units and reports location-based Scope 2 at 0.710 kg CO2 per kWh (CEA, version 21.0). For market-based Scope 2 it uses the instrument you record: the PPA and energy account for open access units, or MSEDCL's green tariff certificate.
