How does green energy open access work for factories in Tamil Nadu?

A Tamil Nadu factory with 100 kW or more of load can buy wind or solar power from a generator under the 2022 Green Energy Open Access Rules, applying through the national portal. TNERC's regulations and tariff orders set the charges, losses and banking terms, so the landed cost per unit depends on the current state order.

Who decides what in Tamil Nadu

Three routes a Tamil Nadu unit can take

Questions to settle before you sign

  1. The wheeling, transmission and loss figures in the TNERC order in force, and whether the developer's quote already includes them.
  2. The banking cycle and charge, and what happens to unused banked units at the end of the cycle. Wind output peaks in the monsoon months, so banking terms matter for a wind PPA.
  3. Whether you pay the cross-subsidy and additional surcharges, and at what rate.
  4. The metering your discom requires and who pays for it.

How it shows up in Scope 2

Location-based Scope 2 stays at all units consumed times the grid factor, including the wheeled units. Market-based Scope 2 can count the adjusted green units at zero when the PPA passes you the renewable attributes and no RECs were sold for the same energy. Report both, with the monthly energy account behind each claim.

What Senseible does here

Senseible reads your discom bills for billing period, tariff category, sanctioned load and units, so wheeled and grid units are on one record, and reports location-based Scope 2 at 0.710 kg CO2 per kWh (CEA, version 21.0). Record the adjusted wind or solar units with the PPA and energy account and it reports market-based Scope 2 too.
