How many plants have greenhouse gas intensity targets under India's CCTS?
488 plants have notified targets: 280 under the October 2025 rules (aluminium, cement, chlor-alkali, pulp and paper) and 208 added in January 2026 (secondary aluminium, refineries, petrochemicals, textiles). A June 2026 draft proposes 255 iron and steel plants on top.
Notified targets
- G.S.R. 739(E), 8 October 2025: aluminium 13, cement 186, chlor-alkali 30, pulp and paper 51. Total 280.
- G.S.R. 25(E), 13 January 2026: secondary aluminium 3, petroleum refineries 21, petrochemical crackers 11, textiles 173. Total 208.
Proposed
- G.S.R. 517(E), published 26 June 2026 as a draft for 60 days of comments: 255 iron and steel plants, with targets for 2026-27 only. Check whether final rules have followed before you rely on these figures.
How the counts were made
Each plant has a registration number in the schedules (for example ALMOE001OD for the first aluminium plant). The totals here are unique registration numbers in each gazette notification. Every target uses 2023-24 as the baseline year.
What Senseible does here
Senseible reads invoices for plants and their suppliers; it is not part of the CCTS process.
