Is the ISTS charge waiver still available if I buy renewable power from another state?

Only in part. Solar and wind projects commissioned by 30 June 2025 keep the full waiver of inter-state transmission (ISTS) charges for 25 years. Projects commissioned from 1 July 2025 pay a rising share: 25 percent in the first year, 50 percent in the second, 75 percent in the third, and full charges from 1 July 2028.

What decides your charge: the project's commissioning date

The waiver attaches to the generating project, not to you as the buyer. If the solar or wind plant you buy from was commissioned on or before 30 June 2025, the waiver runs for 25 years from its commissioning. If it was commissioned later, the share of ISTS charges payable depends on the year it came on line.

What the waiver does not cover

Questions to put to the developer before you sign

  1. The project's actual or scheduled commissioning date, and what happens to your price if it slips into the next band.
  2. Whether the project qualifies for the Ministry of Power's March 2026 relief for transmission delays: a project with a firm connectivity start date between 1 July 2025 and 30 June 2028 and a firm PPA as of 31 March 2026 keeps its waiver band even if commissioning slips because the grid link was not ready.
  3. Whether the tariff you are quoted assumes the waiver, and who bears ISTS charges if the band changes.
  4. The connectivity and GNA status of the project with the central transmission utility.
  5. Who pays state-side charges at your drawal point.

Why this matters for your Scope 2 claim

The transmission charge is a cost item. It does not change how you account for the power. Your market-based Scope 2 can show the contracted renewable units at zero only if the contract or certificates convey the attributes to you and they are not claimed twice.

What Senseible does here

Senseible reads the open access units on your discom bill and reports location-based Scope 2 at 0.710 kg CO2 per kWh, with market-based Scope 2 when you record the contract and energy account evidence.
