Which grid emission factor should a Philippine factory use: Luzon Visayas, Mindanao or national?
Use the factor for the grid you draw from, if the Department of Energy publishes one for your year; Luzon and Visayas lean on coal and gas and sit roughly around 0.7 kg CO2 per kWh, while Mindanao has more hydro. Cite the source and year, and use the national figure only when no grid figure exists.

The grids differ in their mix. A Mindanao factory using the Luzon figure would overstate its Scope 2.
