How is a captive user's consumption calculated for the Renewable Consumption Obligation?

For a captive user, the RCO base is electricity generated and self-consumed, net of auxiliary use. Nuclear power, fossil waste heat recovery and waste energy recovery are excluded, along with half of fossil co-generation and half of fossil power used in aluminium smelters. Renewable units consumed are then divided by that base.

What is in the base

What comes out of the base

Who certifies the numbers

Captive and open access designated consumers report in the Annexure II format of the notification, certified by an accredited energy auditing firm empanelled by the Bureau of Energy Efficiency. The format asks for fossil generation, co-generation, waste heat recovery, auxiliary use, purchases, banking and renewable generation, including renewable co-firing in the captive plant.

Worked example from Annexure I of the notification

The example deducts discom purchases because the obligation for captive users covers consumption from sources other than the distribution licensee.

What Senseible does here

Senseible records captive generation, purchased units and fuel bills against the plant that used them, so the figures an energy auditor asks for are already sorted by source and period.
