Are steel rails and railway wheels covered by CBAM?
Rails and track material under CN 7302 are CBAM goods. Railway wheels, axles and other parts of rolling stock under chapter 86 are not in Annex I, so they need no CBAM data, even though they are made of steel. Their buyers may still ask for a product footprint.
Covered
- Rails, check rails, switch blades and crossing pieces under 7302.
- Sleepers and fishplates of steel under 7302.
- Steel billets and blooms used to make them.
Not covered
- Wheels, axles, bogies and other parts of railway vehicles under 8607.
- Complete wagons and coaches under chapter 86.
Figure for rails
For an integrated plant, rails carry the plant's direct emissions from coke, iron and steelmaking divided across products. Exporters should give the EU buyer a verified figure for the year.
What Senseible does here
Senseible reads coal, coke, gas and electricity invoices and production records into a dated, fingerprinted record per site, so the direct emissions behind each tonne can be traced to the documents. Emissions factors outside India are entered from the official source and labelled.
