Is cement or clinker covered by EU CBAM?

Yes. Cement clinker (CN 2523 10 00), white and other Portland cement (2523 21 00 and 2523 29 00), aluminous cement (2523 30 00) and other hydraulic cements (2523 90 00) are in Annex I, as is calcined kaolinic clay (2507 00 80). Concrete products and precast goods are not.

What is counted

For cement, CBAM counts direct emissions, including calcination CO2 from clinker, and indirect emissions from electricity. Clinker is the main driver, so a grinding unit's figure depends heavily on the clinker it buys and the clinker share in its cement.

What Senseible does here

Senseible reads fuel and electricity bills into a fingerprinted Scope 1 and 2 record, a starting point for a cement plant's direct and indirect emissions. Its CBAM calculator estimates certificate cost from 2026 to 2034.
