What is the CBAM default value for cement and clinker from India?
Indian grey clinker carries 1.440 t CO2e per tonne and grey Portland cement 1.480, both including indirect emissions from electricity. White clinker is 1.410, white Portland cement 1.470 and aluminous cement 2.290. Cement counts indirect emissions, unlike steel and aluminium.
India default values, t CO2e per tonne (direct + indirect = total)
- CN 2523 10 00 90 grey clinker: 1.390 + 0.050 = 1.440
- CN 2523 10 00 10 white clinker: 1.350 + 0.070 = 1.410
- CN 2523 29 00 grey Portland cement: 1.390 + 0.090 = 1.480
- CN 2523 21 00 white Portland cement: 1.330 + 0.140 = 1.470
- CN 2523 30 00 aluminous cement: 2.050 + 0.240 = 2.290
- Calcined clay and other hydraulic cements: no India value listed
Mark-up on top
The listed values are increased by a mark-up: 10% for 2026, 20% for 2027 and 30% from 2028. Goods imported in 2026 always take the 2026 mark-up.
Blended cements
Portland pozzolana and slag cements contain less clinker, so their actual embedded emissions are usually well below 1.480. The importer must report clinker content, so keep it on record per batch.
What Senseible does here
Senseible reads coal, coke, gas, electricity and freight invoices into a dated, fingerprinted record per site, so an actual figure you send an EU buyer can be traced back to the documents behind it. It does not file CBAM declarations.
