How is EU Taxonomy alignment calculated as a share of turnover, CapEx and OpEx?

Each KPI is a fraction: the part of turnover, capital expenditure or operating expenditure that comes from Taxonomy-aligned activities, divided by the company's total for that item. An activity is aligned only if it is eligible, meets the substantial contribution criteria, does no significant harm and meets minimum safeguards.

Turnover KPI

Numerator: net turnover from products or services of aligned activities. Denominator: total net turnover as in the consolidated income statement. Count each euro once, even if an activity contributes to more than one environmental objective.

CapEx KPI

Denominator: additions to tangible and intangible assets in the year, before depreciation, amortisation and remeasurement, including assets from acquisitions and right-of-use assets under leases.

Numerator: the part of those additions that relates to aligned activities, plus CapEx under a plan to expand an aligned activity or make an eligible one aligned within a set period, plus purchases of output from aligned activities and individual measures such as building insulation or solar panels.

OpEx KPI

The denominator is narrow, not total operating cost. It covers only direct non-capitalised costs for research and development, building renovation, short-term leases, maintenance and repair, and other day-to-day servicing of property, plant and equipment. The numerator is the part of these costs linked to aligned activities.

The 2025 simplification act

The Commission adopted the simplification act on 4 July 2025; it was published as Delegated Regulation (EU) 2026/73 on 8 January 2026 and applies from 1 January 2026, with an option to use the old rules in full for financial year 2025. A company may skip assessing activities whose combined value is below 10 percent of a KPI's denominator, tested separately for turnover, CapEx and OpEx. If OpEx is not material to its business model, it can report only total OpEx instead of the OpEx KPI. Check the EUR-Lex text for your reporting year.
