Is a petroleum refinery covered by India's carbon credit trading scheme?

Only if it is named. Refineries were added to the emission intensity targets by the January 2026 amendment, with 21 refineries reported as obligated. Targets are set per refinery, against a 2023-24 baseline, in tonnes CO2e per unit of throughput adjusted for complexity.

How to check

  1. Find the January 2026 amendment to the Greenhouse Gases Emission Intensity Target Rules.
  2. Search the refinery schedule for your site.
  3. Note the baseline, the intensity unit and the targets for 2025-26 and 2026-27.

What drives the number

Fuel gas, fuel oil and coke burnt in heaters and boilers, hydrogen plant emissions, flaring and purchased power. Complexity adjustment means a deeper conversion unit does not count against you by itself, so keep unit-wise throughput as well as total crude.

If you are not named

You have no target, but obligated customers may ask for your energy and emissions data, and the offset mechanism lets non-obligated entities earn credits from projects under methodologies BEE has approved.

What Senseible does here

Senseible reads fuel, electricity and production documents into dated, fingerprinted plant records, so the monthly intensity behind a compliance figure can be traced to its source.
